Unvaccinated Moyne councillor Jim Doukas laid a Remembrance Day wreath in Koroit on Thursday despite a council requirement that all councillors must be fully vaccinated to attend the services.

"It was communicated to all councillors in late October that those wishing to attend Remembrance Day services must be fully vaccinated, be able to provide proof of their vaccination status and must wear a mask unless an exemption applied," chief executive officer Bill Millard said.
Council sent a further reminder of the vaccine and mask requirement to Cr Doukas on November 1, but he still laid the wreath, maskless, on behalf of council on November 11.

Cr Doukas told The Standard he "couldn't remember" what correspondence the shire had sent him, but said council had "no control over what (he did) in public".
"I've been elected to represent people of Moyne Shire, I'm not employed by council," he said.
"I answer to the constituents of Moyne."
Cr Doukas said nobody at the event was checking vaccination status and masks are no longer required outdoors, so in his opinion he wasn't breaking any rules.
