Police will allege the youth and a man in his 50s were involved in an altercation with two police officers near the Warrnambool golf course alongside Mcgennan Street about 4pm on Saturday.
They say the man used a steel baseball bat to smash an officer over the head.
When that officer went to ground, it will be alleged the youth tried to grab his taser and firearm.
Police say the youth was able to get hold of the taser and fired it, but the projectile didn't penetrate the officer's protective vest.
Tasers were allegedly deployed by police officers, as well as capsicum spray.
Police say a firearm was also drawn by one officer, but a clear shot was not available due to the close proximity of the other officer.
The 50-year-old man appeared briefly in Warrnambool Magistrates Court on Tuesday afternoon charged with 11 offences, including affray, intentionally and recklessly causing injury, assaulting police, resisting police and assaulting an emergency worker.
It's understood he is being transported to the secure section of St Vincent's Hospital in Melbourne on Tuesday for treatment to facial injuries, including a fractured jaw.
A Victoria Police spokesman said the officers initially talked to a male and female about breach of coronavirus CHO directions, before a man arrived in a vehicle a short time later.
He allegedly approached the officer with a metal bat, understood to have been contained in a bag, a scuffle took place and an officer was reportedly struck to the head and the other to an arm.
The male senior constable was later treated for a cut to the back of his head and a broken thumb, while a male constable was treated for arm and neck soreness.
An Ambulance Victoria spokesperson said paramedics were called to a report of an incident just before 4pm in Warrnambool on Saturday afternoon.
"Two people were assessed at the scene. A man believed to be in his 20s was taken to hospital in a stable condition with upper body injuries," the spokesperson told The Standard.
"Another man believed to be in his 50s was taken to Southwest Healthcare in a stable condition with upper body injuries."
Warrnambool Detective Senior Sergeant Dave Reither said the youth had been interviewed, charged and bailed to appear at court at a later date.
His charges include affray, intentionally causing injury, assault and associated offences, as well as breaching the COVID-19 regulations of the Victorian chief health officer.
