Victorians will be able to leave their homes for any reason. Restaurants and cafes can also reopen for seated service. Retail and beauty and personal care will open in line with density limits, as will entertainment venues and community facilities.
The Authorised Worker List will no longer apply, meaning businesses and venues can reopen with capacity and density limits of 1 person per 4sqm. Victoria will return to the rule that 'if you can work from home, you should work from home' but office workers will be able to return up to 25 per cent or up to 10 people, whichever is greater.
In welcome news for families, kids can get back to the classroom with schools reopening for onsite learning to all students from tomorrow.
Social gatherings, visitors and leaving home
Stay at home requirement: No stay at home requirement.
Removal of 5km travel limit.
Intrastate travel limit: Movement between metropolitan Melbourne and regional Victoria is unrestricted. Travel to regional Victorian Alpine Resorts permitted provided visitors and workers have had a negative COVID test within the previous 72 hours. Children under 12 years not included. Must be able to show evidence of a negative test as condition of entry into ski field.
Face coverings: Must be carried at all times. Must be worn indoors and outdoors except if at home or if an exception applies.
Private gatherings in the home: Not permitted. Intimate partner visits/single bubble permitted.
Public gatherings: Permitted for up to 10 people.
Work: If you can work from home, you must work from home.
Office work: 25 per cent return or up to 10 people if total workplace is 40 or less, density quotient of 1 person per 4 sqm applies.
Education and childcare
Early learning centres, childcare, family day care: Open.
Schools: Open. Density quotient of 1 person per 4 sqm applies in non-student areas. Face mask requirements apply to everyone 12 years and over.
Higher education and training: If you can study from home, you should continue to study from home.
Ceremonies and religious gatherings
Religious gatherings and ceremonies: Permitted for up to 100 people indoors and up to 300 people outdoors. Density quotient of 1 person per 4 sqm applies. A venue smaller than 100sqm can have up to 25 people per venue before density quotient applies. COVID Check-in Marshals must ensure attendees check-in.
Funerals
Funerals (indoor and outdoor): Permitted with 50 people (and those necessary to conduct the funeral). Children under 12 months old are not counted towards this cap. COVID Check-in Marshals must ensure attendees check-in.
Weddings
Weddings (indoor and outdoor): Permitted with no more than 50 people (including the two persons being married and two witnesses. The celebrant and photographer are not included in the cap. COVID Check-in Marshals must ensure attendees check-in. Dance floors not permitted.

Community sport
Open for all ages, training and competition. Density quotient of 1 person per 4sqm applies. Limited to minimum number of people required to participate in and facilitate the activity (i.e. players, coaches). Spectators not allowed (excludes people necessary for events such as teachers, instructors, trainers, coaches, umpires, carers, parents and guardians).
Community facilities
