Regional Victoria will continue to have a different set of rules to Melbourne.
Acting Victorian Premier James Merlino said it was a good day for the state.
Here's a full list of all the changes.
Social gatherings, visitors and leaving home
Can leave home for any reason.
Visitors to the home increases to two adults daily together or separately, plus dependents.
Public gatherings increase to 20.
Masks
Must be carried at all times.
Must be worn indoors except if at home, or if an exception applies.
Must be worn outdoors where 1.5 metres physical distancing cannot be maintained.
Work
If you can work from home, you should continue to work from home. Capacity limits in workplaces such as offices capped at 50 per cent or 20 people if total workplace is 40 or less.
Education
Early learning centres, childcare, kinder, family day care: Open
Schools: Open.
Higher education and training: If you can study from home, you should continue to study from home.
Services
Religious gatherings and ceremonies: Permitted for up to 150 people per venue - no more than 75 indoors.
Funerals (indoors and outdoors): Permitted with no more than 75 people (and those necessary to conduct the funeral). Children under 12 months old are not counted towards this cap.
Weddings (indoor and outdoor): Permitted with no more than 20 people (including the two persons being married, celebrant, two witnesses). These settings apply to any venue in which a wedding is held, except for private residences where private gathering limits apply.
Indoor sport and recreation
Indoor sport and recreation: Open to a maximum of 150 people, with no more than 50 indoors
Indoor play centres, skate parks, trampolining: Open to a cap of 50 people. Group sizes capped at 10.
Swimming pools, spas, saunas, steam rooms, springs: Open to a cap of 150 people (no more than 50 indoors)
Community facilities: Open to a cap of 150 people (no more than 75 indoors)
Outdoor sport and recreation
Open to all ages for training and competitions.
Community sport: open to all ages training and competitions.
Venues capped at 150 people, including no more than 50 indoors.
No venue limit if 100 metre distance can be maintain between groups - for example golf.
Creative studios
Open: A maximum patron cap of 150 people per venue. No more than 75 indoors. Group sizes to a maximum of 10 people. Density rule of one person per four square metres
Entertainment
Indoor seated entertainment: Open up to 50 per cent of seated capacity up to a maximum of 75 people per venue. Density rule of one person per four square metres.
Nightclubs, karaoke: Open to a cap of 50 people indoors, seated service only.
Indoor seated entertainment venues: Open at 50 per cent seated capacity up to 75 people.
Non-seated indoor venues: Open to a maximum of 75 people.
Outdoor fixed seated entertainment: Open up to 50 per cent of seated capacity up to a maximum of 50 people per venue. Density rule of one person per four square metres.
Non-seated outdoor venues: Open to maximum of 50 people per venue. Density rule of one person per four square metres. Group sizes to a maximum of 20 people.
Arcades, escape rooms, bingo centres: Open to a cap of 50 people.
Drive-in cinemas: Open to a maximum of 150 people per venue (stay in vehicles). No more than 75 indoors.
Amusement parks: Open to a cap of 100 people (no more than 50 indoors)
Electronic gaming: Open to a cap of 50 people, overall hospitality limits apply
Casinos: Closed
Retail betting venues: Open to a maximum of 50 people per venue. Density rule of one person per four square metres.
Brothels and sexually explicit venues: Open to 100 people per venue. No more than 50 people indoors. Density rule of one person per four square metres.
Retail
All retail: Open to 150 people per venue, 75 indoors.
Density rule of one person per four square metres. Service Victoria QR code app required to record attendance.
Hairdressing, beauty, personal care
Open: customers can remove masks for services.
Hospitality
Food and drink venues, food courts: Open for seated service only with a maximum patron cap of 150 people per venue. No more than 75 indoors.
Tourism and accommodation
Open: A maximum of household bookings, plus two adults and dependents.
Outdoor and indoor tourism: Open, no venue cap with density limits.
Tourism transport: Cap of 10 per vehicle.
Real estate
Inspections and auctions: Open with a maximum patron cap of 50 people outdoors. Density rule of one person per four square metres.
Inspections capped at 10 people.
Auction houses: Open to a maximum of 150 people per venue. 75 indoors. Density rule of one person per four square metres.
Tours and transport
Indoor tourism: Closed
Outdoor tourism: Open to maximum of 50 people per venue. Density rule of one person per four square metres.
Hospitals and care facilities
Care facility visitor restrictions: Visitors permitted into aged care or other care facility setting for end-of-life reasons and permitted purposes only. Non-essential contractors are restricted from entry.
Hospital visitors: No visitors are permitted into health care settings, except for end-of-life reasons, as a support partner for birth, or a parent to accompany a child. Non-essential contractors are restricted from entry.
