The Raiders defeated Dennington at Dennington in its two-day decider on Sunday.
"We know there's a lot of hard work and it's a hell of a step to go from div two to div one but I think by winning this and showing everyone we're here for the right reasons - I think it's well within our vision we're going to get there and hopefully it's sooner rather than later."
Joe and his co-captain and older brother Jake, praised the club's hard workers who have been getting plenty organised behind the scenes.
Joe added the club was looking to get a turf wicket next year or the year after.
Northern Raiders, formerly Purnim in the Grasmere Cricket Association, joined the WDCA this summer.
The McKinnon brothers hadn't played for the club in years and decided to come back for a hit.
They played juniors with Purnim.
"Everyone was behind it, we're very fortunate we've got a lot of supporters who come to every game and do all the work at our cricket club," Jake said.
"We're lucky, we just go and out play, pretty much."
Northern Raiders' opener Dallas Armitstead led the way with 89 on Saturday.
He was well supported by Tim Bryce (18) and Jake McKinnon (39) in the top-order and the Raiders registered 9/226 from their 80 overs.
Dennington's Terry Beks was the pick of the bowlers on day one with 7-46, including seven maidens.
Dogs' opener Josh Barr provided the most resistance with 34 as his team managed 133 on day two.
Raiders' Greg Bull was outstanding with the ball claiming 7-34 with eight maidens.
He was awarded man of the match.
"We batted well, we would have taken 226 at the start of the day," Jake said.
"Winning the toss and batting definitely helped.
"Dallas batted awesome at the top and we all batted around him."
"Today (Sunday) we bowled good lines and sort of strangled them and made them play big shots.
"Bully (Greg Bull) bowled super."
