Couch was Victoria's most economical bowler - going at just 2.71 runs an over - in his seven-over spell.
The 21-year-old finished with figures of 1-19, dismissing Tasmania's number four batsman Mac Wright courtesy of a bouncer which enticed an under-hit hook shot.
The delivery was caught by bowler Xavier Crone at fine leg.

The 'Big V' was unable to rescue a result, however, failing to defend their score of 222 and eventually falling short by six wickets.
Couch became the third Nirranda export to ply his trade at first-class level after Tim Ludeman and Jake Haberfield. Victoria assistant Andre Borovec, who coached Couch at Victorian Premier Cricket club Geelong, said the cap would be "extra special" for Nirranda and the south-west.
He paid homage to both Stephen Field, a former Cricket Victoria regional manager, and Warrnambool and District Cricket Association chairman Gordon McLeod for their roles in Couch's development.
