President Darren Mollenoyux said the Jetty Flat-based club would welcome riders on March 14 next year.
"We're looking forward to trying to make it a successful event," he said.
"We thought we'd put in for it, have a go and hopefully it all works smoothly."
Mollenoyux is hoping there will be "considerable assistance from AusCycling in the running of the event".
"They've indicated there will be. At this stage I don't think it will look any different to past years," he said.
Mollenoyux said the 2021 state series would be centred at regional tracks - Warrnambool joining Shepparton (two rounds), Mildura and Bacchus Marsh as hosts. Northern, in Melbourne's northern suburbs, is the only metropolitan club with a round.
"It's kind of unusual. In the past it was a mix of regional and metropolitan tracks so it will be interesting to see how well it's received by the riders and whether they are willing to travel for the state series,"he said.
The state series will start in February and run through until early October.
The state championships are in Shepparton from October 8-10.
