The Port Fairy musician and retired builder will stand at October's council elections in a bid to see more walkways in the town and continue to support shire music and arts events.
"I want to make a good shire better," Mr Hoey said.
He has delivered major building projects including Lady Bay Resort, the City Memorial Bowls Club, Port Fairy's council offices in the 1990s and the community centre in 2010.
"As a builder I'm used to solving problems," he said. "I am used to handling committees and talking to people."
As a country guitarist in the Streamline Band he played at and helped organise Moyneyana Festival, even performing at Port Fairy's Folk Festival years ago.
"You get another point of view on what sort of entertainment works and what doesn't work," Mr Hoey said of how that could inform council decisions.
He now frequents Ray Anderson's recording studio and performing space in Mortlake and says he wants to help youths develop their talents.
"We concentrated on youth up in Mortlake, and bringing young people into music," Mr Hoey said.
The Port Fairy resident of more than 70 years said he also wanted to see a fishing spot return at Gipps Street bridge as well as increased walking trails on the Moyne River.
He's the 12th Moyne Shire candidate to declare they'll stand.
