Four leagues - Hampden, Warrnambool and District, Mininera and District and South West District - can start fine-tuning their lists following an announcement the status quo would remain after the coronavirus pandemic wiped out their 2020 seasons.
AFL Western District commercial and operations manager Matt Ross said it was a common sense approach.
"It was the logical conclusion given there was no season," he said.
"The points are meant to fluctuate as an equalisation measure on the basis of a team's performance on any given season and given there hasn't been a season, the only basis we can use is 2019, so those points will remain as is for 2021."
Ross said there were options for clubs "to apply for exemptions as their circumstances might have changed".
Six-time reigning premier Koroit has 37 points to work with and its nine Hampden league rivals 40.
Warrnambool and District league clubs Kolora-Noorat and Nirranda have an equal-low 42 points with Russells Creek (46) awarded the highest.
The seven remaining clubs fluctuate between 44 and 45 points.
The 12-team Mininera and District competition, which covers a large rural area, and eight-team South West District league have allocations between 45 and 47 points.
Ross said AFL Western District was also starting on 2021 schedules.
The plan is to release draws in November or December.
"We are busy bubbling away in the background trying to plan for an unusual 2021," he said.
"We just have to plan for the normal and hope for the best.
"Without the normal, you're sort of destined to fail."
Ross expects the draws to be similar to this year but "year-to-year clubs might have varied requests".
"A club might have a premiership reunion and say 'we want to play a different round'," he said.
"We still need to follow their process but there won't be many substantial changes to what the draws were this year.
"We'll go through the process with the leagues."
