The 50-year-old thinks the city by the sea has untapped potential and he wants to help unlock it.
That's why he has put his hand up as a city council candidate.
"It's time we get some new faces in with new ideas to bring back Warrnambool to where it should be," Mr Moore said.
"I want to help make Warrnambool a better place to live in and a better place for tourists to visit."
Mr Moore said he would push for free parking in the CBD to help struggling business owners to get back on their feet.
"Two hour free parking in the morning is not enough," he said.
Mr Moore would also like more events, such as a return of the popular Fun4Kids Festival, added to the city's annual calendar.
He believes Fun4Kids on a smaller scale would bring thousands of people to the city.
"These events would generate community engagement and bring tourism dollars to Warrnambool," Mr Moore said.
In addition to that he would like to see more events added to the city's annual calendar.
He would also like the city's attractions to be more accessible to people with a disability, including a functioning ramp at the beach and more equipment at playgrounds that can be used by children with all abilities.
Mr Moore also wants the council to be more transparent.
"I think half the council sacking the CEO at an expense to ratepayers and not letting us know why is wrong," he said.
"I would like to see more transparency across the board."
Mr Moore lives in Warrnambool with his wife Lisa.
He is a stepfather to Alexander, 21, and Cameron, 19, and father to Sarah, 11.
