Chairperson Maureen Drennan said a late October launch was the ideal scenario but no start date had been locked in.
Drennan said the latest stage three restrictions, which are in place until mid-September at this stage, had thrown plans into disarray.
The association was to hold its annual general meeting on August 9 but was forced to postpone.

It is now hoped that will take place in late September.
Drennan said the association had to be nimble and was "planning on different ways to run pennant and comply with restrictions".
"The board has been following it (the virus news) very closely and also taking the recommendations from Bowls Victoria," she said.
"We have released a 'think outside the box' paper for pennant that our match committee has produced.
"Pennant is the main thing on people's minds and it's not going to be the same this year.

"We're still not sure we'll even get pennant since the second lockdown.
"It is all a bit up in the air but the board is progressing with as many plans as we can."
Drennan said it was important clubs and players were kept informed of the association's considerations.
She said member clubs had received the annual report to "try and keep people in the loop with what's going on".
Clubs are impacted by the restrictions. Players can play socially in groups of two during stage three restrictions.
Only 10 players are permitted per rink at any one time. Drennan said it was a setback for clubs.
"Some clubs had actually started social bowls and competitions again and now they have had to finish," she said.
