Nirranda pulled the pin on junior competitions earlier this week due to the uncertainty of the coronavirus pandemic.
And WDFNL president Kylie Murphy told The Standard some clubs were still on the fence about whether to let their teams play or not.
Kew said he could see "both sides of the story" and his preference was for the season to go ahead from August 1.
"Nirranda, they were the first one to make that tough decision whether to play or not," he said on The Standard's Main Break podcast this week.
"I respect their decision.
"But I reckon if one or two more teams decide not to play then they might just have to cancel the whole league because if one is out then it makes it hard for others to stay in and play.
"It's a tough one, I can see (Nirranda's) side of the story but I can also see other sides of the story of teams wanting to play and get a full season in."

He believes it important to give young footballers and netballers the opportunity to play matches this year.
"I just want to see kids play footy," he said.
"From when I was playing, there were no issues with numbers for sides.
"But nowadays, it just seems to be an ongoing effect that teams are struggling to get numbers.
"I just want to see as many kids play footy and netball and just to put a smile on their face and enjoy what they love doing which is playing sport."
Kew says his under 18s Bulldogs are keen to get back on the park.
"My lads are loving the fact that we're going ahead and playing," he said.
"They couldn't wait to get stuck into training.
"So the feedback I've got back from them is they're all ready to go and can't wait to get stuck into it."
Kew said the majority of his under 18 players were from Warrnambool with a handful living at Panmure.
