Box said it was "getting to the stage where we've got to make a move".
It comes as South West District Football Netball League on Thursday cancelled its season and Hampden and Warrnambool and District leagues weigh up their options.
Box said the 12-club Mininera and District competition, which includes Penshurst, Hawkesdale-Macarthur, Caramut, Woorndoo-Mortlake and Lismore-Derrinallum, was against playing without crowds, a possibility which has been touted to stop the spread of COVID-19.
State government restrictions ease on Monday, allowing indoor gatherings of 20 people.
Box said he wanted club presidents to meet, either in "a big room or have barbecue in the middle of a footy ground".
He said a decision could be made next week on whether to play on or cancel.

"I'll be having a forum either Wednesday or Thursday night to see where we're at," he told The Standard.
"I have rung all the club presidents up and got their opinions but it's a bit hard over the phone.
"I'd like to get everyone in the room together and see what the feeling is."
Box said there was a chance the meeting would have to take place via video platforms.
The fourth-year president said the league would want every team to play each other once if a season was to kick off.
He also wants the AFL and state government to provide clarity, saying "I think they've forgotten about country football".
