He detailed the state's first step for easing coronavirus restrictions on Monday morning.
Mr Andrews also revealed outdoor gatherings of up to 10 people would be allowed, which will give people the opportunity to return to the golf course or drop a line for a spot of fishing.
He said there would also be some restrictions lifted at funerals and weddings and community groups would be allowed to host meetings of up to 10 people.
Mr Andrews said professional sporting codes would be allowed to once again train, which would pave the way for seasons to begin.
However, Mr Andrews did not reveal any easing of restrictions for cafes and restaurants.
He suggested they would not be allowed to re-open until June.
"If we just wait these three weeks ... then I think we can take a bigger step potentially for restaurants and cafes in June," Mr Andrews said.
He said he hoped that would allow cafes to have more than 10 people allowed to dine in.
Mr Andrews said real estate agents would be allowed to once again host auctions, with up to 10 people in attendance.
He urged people to remain vigilant and to continue to work from home if possible.
"If you can work from home you must work from home for the rest of May," he said.
Mr Andrews said he was happy for people to visit family, but wanted people to use common sense.
"It's not an invitation to be having a dinner party at every house every night," he said.
Mr Andrews said the changes were "cautious, safe and appropriate for our circumstances".
He said camping would not be allowed and indicated that there would not be major changes until June.
Mr Andrews said children were expected to return to school before the end of term two.
"If you continue to follow the rules," we will have more options.
He said 160,000 Victorians had volunteered to be tested, with 30 people testing positive to coronavirus.
