Koroit police Sergeant Patrick Day said the goat was one of three housed in a paddock at the rear of Bill McNally's old garage in Commercial Road.
But the goat escaped and police were alerted he was in the main street causing drama.
"It did seem that for some time he was trying to get into the Commercial pub and then it looked like he was going to get into Izzy's restaurant," he said.
"There were a number of people chasing him around and trying to corner him, but eventually that was managed by a Moyne Shire ranger and the local police sergeant.
"The ranger lassoed the goat and he was returned to his enclosure."
Sergeant Day said the alarm was raised at 9.30pm.
"Yep, it was right on dark and people were chasing around a jet black billy goat," he said.
"He was very hard to see and he had some fairly impressive horns. And he was not happy ... he was a very disgruntled goat.
"I was a bit fearful that he would go into Izzy's and caused some damage in there after their lovely renovations."
The experienced police officer said he had never dealt with a billy goat before, but for the ranger it was her second goat wrangling job for the day.
"They are very strong animals, he wasn't overly big but he was nuggetty," Sergeant Day said.
"It was a happy ending and he got to go home. The shire ranger said they usually get about three goat jobs a year but it was her second goat encounter for the day," he said.
