Starr's exit has paved the way for Sophie Hinkley to take on the club's top job.
Hinkley, née Barr, will return to Cobden after a stint with Geelong powerhouse Newtown and Chilwell.
A club statement thanked Starr, who spent one season in the open grade role after crossing from Hamilton Kangaroos.
"We are extremely thankful for Mel's service to our club so far, and committed to supporting her in this decision," it said.
"Mel will continue to play an integral role in our netball program, and we look forward to utilising her knowledge across our teams in a more flexible role."
Hinkley, who is awaiting her first child with husband Paul, has returned with strong credentials.
She was a playing assistant coach at Cobden in 2018, helping the Bombers to a grand final berth, and has mentored the Western Region's representative side.
