Timothy Benson, 29, appeared in Warrnambool Magistrates Court on Wednesday charged with 29 offences, including trafficking ice and ecstasy and ramming of a police vehicle.
He made no application for bail and was remanded in custody to appear in the Dandenong Drug Court on Thursday.
Police prosecutor Senior Constable Mick Aitken said custody management issues included Mr Benson coming down off methamphetamine, suffering post traumatic stress disorder, being asthmatic and losing a tooth during his arrest.
Mr Benson was arrested about 1.30pm on Tuesday after a two-week-long manhunt located him at an address in Warrnambool's Iona Avenue.
Warrnambool detectives and uniform officers cordoned off an area before he was located inside the premises.
Acting Sergeant Elissa Smith, of the Warrnambool police divisional response tasking unit, said the man was interviewed, charged and remanded in custody overnight on Tuesday.
She said Mr Benson had been charged with the new police vehicle ramming charge which, if proven, carried a mandatory term of imprisonment.
Police appealed for public assistance on Monday to help locate the man after a warrant was issued for his arrest on drug matters.
Acting Sergeant Elissa Smith said diligent police work led to the man's arrest.
"It was a great team effort by all members of Warrnambool police," she said.
