Stephen Alan Saltmarsh, 39, is accused of issuing speeding tickets to fictitious drivers between May and July last year at Gundagai.
The false tickets were allegedly issued to international drivers that didn’t actually exist.
Saltmarsh’s case was mentioned in Wagga Local Court on Wednesday.
A plea is yet to be entered. He will reappear on February 17.
