The company also said it would work with local organisations to support a national promotional campaign to declare the south-west was open again for business once all telecommunications resumed.
The announcements by Telstra came as Premier Ted Baillieu called for the compensation scheme to be efficient and at no cost to claimants.
Member for South West Coast Denis Napthine said Mr Baillieu had raised the issue of the compensation scheme with a senior Telstra representative and called on Telstra to pay for the promotional campaign.
Dr Napthine said Mr Baillieu would meet on Wednesday with the leaders of local municipal councils affected by the Telstra outage to hear first-hand about its impact.
The Premier had added the meeting to his trip to the south-west on Wednesday to open the Mortlake power station, Dr Napthine said.
Telstra regional manager Bill Mundy said a fast-track compensation process was being set up and further information would be given to customers in coming days about when staff would be in local areas and the dedicated call centre telephone number.
He said Telstra would work with local government to hold a series of recovery meetings to provide people the opportunity to lodge a compensation claim or pick up a compensation pack.
